Resumo Os principais problemas enfrentados pelas instituições florestais diante de interesses diversos são o estabelecimento e o cumprimento das regras de uso e proteção dos recursos florestais. Essa perspectiva é o foco deste estudo, o qual visa evidenciar o grau de desenvolvimento da gestão organizacional das instituições responsáveis pela gestão florestal do Estado do Amazonas no ambiente pós-descentralização. A pesquisa identificou dois endereços institucionais responsáveis pela gestão das florestas: a Sepror e a SDS, os quais desempenham papéis dispersos nas duas instâncias de administração direta. Esta dualidade evidencia conflitos de atribuições. Vistos como elementos de gestão pública, esses endereços são deficientes na perspectiva dos servidores públicos e usuários. Dentre as fragilidades institucionais apontadas, ressalta-se a falta de um pacto entre governo federal e estadual quanto à descentralização. Isso contribui para o atual quadro da institucionalidade florestal no estado, responsável pela gestão do maior remanescente de cobertura florestal do país.

Abstract The main problems faced by forest institutions are the establishment of rules and their enforcement in the use and protection of forest resources in face of diverse interests. Accordingly, the present study focuses on the degree of development of the organizational management of institutions responsible for the forest administration in the state of Amazonas, in its post-decentralization environment. Thus, the survey points out two institutional addresses responsible for the institutional forest management: Sepror and the SDS. These institutions play the role of directly managing the forest issues, and it evidences the conflict of assignments. According to the perception of public officers and users about the elements of public administration, these institutions are non-functional ones. Among the pointed institutional weaknesses, the lack of an agreement between federal and state governments and the decentralization have contributed to the current institutional forest management situation in the state responsible for the administration of the largest remaining forests in the country.

ABSTRACT This study aims to show the organizational capacity and structure of the forest management system of the State of Amapá, Brazil. The research was based on the principles applied in Public Administration functions. We found that forest management in Amapá is performed by four State agencies consisting of two management systems that act on the production side, with one being in direct administration as the formulator of forestry policy, and one being an autonomous agency linked to the previous one as executor of forestry policy, and the other two systems being more directly linked to protection, with one being a formulator of environmental policy and the other its executor. There was a statistically significant correlation between the perceptions of public officers and the users of institutions regarding the organizational system. Some conflicts were observed between the four institutions in terms of forest administration responsibilities. We concluded that the maintenance of the existing forest coverage is not directly due to institutional capacities.

Abstract This study evaluated the technical and economical availability of pejibaye (Bactris gasipaes Kunth.) and australian king palm (Archontophoenix alexandrae Wendl. & Drude) cultivation. After four years, technical analyse was performed through heart-of-palm average productivity found in the field and financial analyse was done through cash flow. Economical analyse was done through Net Present Value, Internal Rate of Return and Benefit-Cost Ratio. Pejibaye and australian king palm obtained an average productivity of 13,5 t/ha and 8,4 t/ha in the third and fourth year. Both plants were found economically practical, nevertheless pejibaye cultivation exhibited a better potential.

Resumo O presente estudo teve por objetivo avaliar a viabilidade técnica e econômica da produção de pupunha (Bactris gasipaes Kunth.) e de palmeira-real (Archontophoenix alexandrae Wendl. & Drude). A análise técnica aos 4 anos, foi realizada através da produtividade média de palmito encontrada nos plantios e a análise financeira através dos fluxos de caixa. A análise de viabilidade econômica foi realizada através do VPL, TIR e relação B/C. A pupunha e a palmeira-real apresentaram produtividade média de 13,5 t/ha e 8,4 t/ha no terceiro e quarto ano. Para as condições de estudo, ambas as culturas mostraram-se viáveis economicamente, porém o cultivo da pupunha apresentou maior rentabilidade.

ABSTRACT This work had as objective to compare forest established categories on 1934 and 1965 Forest Codes. The methodology covered a survey on both Forest Codes, respectively the Decree 23.793/34 and the Law 4.771/65. All the created federal areas on the 1934 Code were surveyed. Finally the comparison of the categories of forests of both Codes was processed. It was concluded that two categories defined on the 1934 Code (Protected Forest and Yield Forest) meet correspondence on the 1965 Code (Permanent Preservation Areas, and Natives and Planted Production Areas).

RESUMO ste trabalho teve como objetivo comparar as categorias de florestas estabelecidas nos Códigos florestais de 1934 e 1965. A metodologia compreendeu levantamentos em ambos os Códigos Florestais, respectivamente o Decreto 23.793/34 e a Lei 4.771/65. Levantou-se todas as áreas criadas na esfera federal (Código de 1934). Finalmente, procedeu-se a comparação das categorias de florestas de ambos os Códigos. Concluiu-se que duas das categorias definidas no Código de 1934 encontram correspondência no Código de 1965.

ABSTRACT This research had as objective to carry out the forest inventory of native rubber trees (Hevea brasiliensis Mull. Arg.) at a rubber tree area of the Occidental Amazonia. The Process of Simple Random Sampling was applied (SRS), using the rubber tree track as unit of sample. The following estimates for the averages had been gotten, for rubber tree track: i) rubber tree: total 115; in explotation: 100; ii) basal area: 18.78 m2; iii) volume of the stem portion explored: 62.2 m3. It concluded that the originality from the inventory resides at the approach of the variables and in the application from the sampling method, which to consider the rubber tree truck as unit of sampling.

RESUMO Este trabalho teve como objetivo realizar o inventário florestal de seringueiras nativas (Hevea brasiliensis Mull. Arg.) de um seringal da Amazônia Ocidental. Aplicou-se o Processo de Amostragem Inteiramente Aleatória (AIA), utilizando-se a estrada de seringa como unidade de amostra. Foram obtidas as seguintes estimativas para as médias, por estrada de seringa: i) seringueiras: total 115; em exploração: 100; ii) área basal: 18,78 m2; iii) volume da porção explorada do fuste: 62,2 m3. Conclui-se que a originalidade do inventário reside na abordagem das variáveis e na aplicação do método de amostragem, que considera a estrada de seringa como unidade de amostra.

ABSTRACT The Brazilian institucional framework - especially the Forest Code, the Law of the Environment and the Federal Constitution - assures that the forests are good of common interest to all the inhabitants of the country. In this context, this work discourses on the typical functions of State in the forest area, with sights to guarantee the collective benefits proceeding from the forest features. Examples are presented for each function, when available.

RESUMO O quadro institucional brasileiro - notadamente o Código Florestal, a Lei da Política Nacional do Meio Ambiente e a Constituição Federal - assegura que as florestas são bens de interesse comum a todos os habitantes do país. Nesse contexto, este trabalho discorre sobre as funções típicas de Estado na área florestal, com vistas a garantir os benefícios coletivos provenientes dos recursos florestais. Exemplos são apresentados para cada função, quando disponíveis.
